The official FAA regulation is contained in the 2013 edition of FAR AIM, Federal Aviation Regulations-Aeronautical Information Manual under Appendix D 4. to Part 91, General Operating And Flight Rules, pursuant to 91.131(b)(2). Whew!

The current FAR AIM is a 1,085 page book that no one reads completely, but by referring to can keep any pilot legal. As an official US Department of Transportation pub, it can be freely re-published and costs less than a penny/page.

I have learned to use a lot of programs trying to find aircraft information and I tried Google and it gave me that site.
